Details of Votes & Seats in each of 2 Hare-Clark Multi-member Provinces versus the Existing 22 Single-vacancy Provinces
Graph of Seats versus Votes Overall, for Existing 'Winner-take-all' Single-member Districts & for Hare-Clark PR Districts
The graph shows that, under the present single-vacancy Province system, the Liberals, with 63.6% of seats, gained well over 50% of seats (an absolute majority) even though the voters gave them only 43.5% of first preference votes - well short of 50%.
With Hare-Clark the Liberal MLCs would have
had to join with the National MLCs to form a majority of the MLCs elected
in 1992, as the votes of just enough Victorians (52.2%) indicated was wanted,
but the notoriously distorting system prevented them from achieving.
